Export to China – CCC certification requirements

As described in our previous blog article, the China-Australia Free Trade Agreement (ChAFTA) could represent a significant opportunity for Australian companies to export to China- as long as they are able to navigate the various compliance hurdles of the Chinese system, especially CCC certification.

China has much more rigorous product certification, product standards and testing standards than many Australian companies are aware of. Furthermore, without this certification, your products won’t be allowed onto the market so it pays to do your research and preparation and determining how much work needs to be done to reach compliance, before jumping in.

What are CCC certification and the CCC mark?

The CCC safety license requirement by the government of China requires manufacturers to obtain the China Compulsory Certification (CCC mark) before exporting to or selling products in the Chinese market.

This is particularly relevant for the following products:

  • Electrical wires and cables
  • Switches for circuits, installation protective and connection devices
  • Low-voltage electrical apparatus
  • Small power motors
  • Electric tools
  • Welding machines (including wire feeder and power supply)
  • Household and similar electrical appliances
  • Audio and video apparatus
  • Information technology equipment
  • Lighting apparatus
  • Telecommunication terminal equipment
  • Motor vehicles and safety parts
  • Motor vehicle tyres
  • Safety glasses
  • Agricultural machinery
  • Firefighting equipment
  • Detectors for intruder alarm systems
  • Wireless Local Area Network (WLAN) systems
  • Toys

Be aware, the process for CCC certification can be difficult, not to mention expensive and time-consuming, particularly as the testing needs to be done at accredited laboratories in China. Certification can take up to 90 days and requires follow-up inspections every 12 to 18 months to remain in force.

What Actionable Steps Must My Business Take If I Want to Export to China?

  1. Identify the standards related to your products and whether they fall under the mandatory CCC certification.
  2. Assess your product against the standard by carrying out a gap analysis to pin point areas that need work.
  3. Understand what is important to the local consumer in China. What are they looking for? This will help you be competitive in the marketplace.
  4. Be mindful of the local business culture at all times.
